Frank Wilderson: I introduce a semiotic configuration. The point is, at important levels of abstraction, people who are positioned as Black—which is very different from saying people who think of themselves as Black. One of the basic premises of Afropessimism, which makes it resonate with psychoanalysis or Marxism, is that where one is positioned in a paradigm might not be where one thinks one is or where one desires to be. When I teach undergraduates, I say: “Look, I used to (...) study neorealism. In these neorealist films, we have these people who are bona fide fascists, and then you have those people in the Communist Party, so they could not agree on much. They don’t see themselves as having much of a connection. But in a Gramscian sense, they are both positioned as the host of capitalist parasites. Both groups rely on the wage. So, they are both workers.” One of the big points with respect to the narratological question is that I, as a Black person, trained at Columbia University in creative writing, trained at UC Berkeley in critical theory, love narrative, but narrative does not love me. In other words, it is impossible for me to be “emplotted” as a speaking subject. I can only be “emplotted” as an object of narrative. But I am always struggling to attain that love of humanity; and if I were to attain it, the Human would not have a foil against which to know itself. So, what I am saying is that in a book like Red, White & Black, I am just being very categorically clear about the divisions. In Afropessimism, I am actually talking about the desire of a sentient being who cannot be allowed into an arena where people are recognized and incorporated, in Lacanian terms, as “contemporaries” of human beings. So, there is all this back and forth. I don’t think this speaking subject in Afropessimism ever achieves anything in particular. It is always struggling toward being a subject that can actually travel on a narrative arc and yet ultimately is an object that can never travel from dispossession to redemptive recovery. (shrink)

En la segunda, se extraen algunas consecuencias políticas del hecho de que la idea de Progreso se tradujera como pura aceleración del tiempo histórico. Finalmente, se problematiza la idea de la muerte del Tiempo en tanto efecto postmoderno de la aceleración del Progreso. Y se realiza una crítica a las (...) prácticas políticas que, tras la postmodernidad, volvieron a destacar las relaciones entre experiencia histórica y eficacia racional, sustituyendo los ideales emancipatorios ilustrados por meros ideales securitarios. El artículo expone una dificultad inviscerada en el método del representante más emblemático del racionalismo epistémico y ontológico de la modernidad: Baruj de Spinoza. La propuesta apunta a la aserción de que la renovación del método con la intención de depurarlo para permitir su máximo rendimiento es incapaz de reparar en su propio límite: mientras está oculto se lo proyecta como auténtica ganancia en orden a una averiguación sobre la trascendencia lograda (¿o no?) por el conocer. Podrá apreciarse que dicho (...) límite no detectado importa la dificultad más prominente para una metafísica realista como la de Spinoza que, precisamente en cuanto puede reconocerse realista, ha otorgado gran atención al método. El presente trabajo pretende realizar una lectura del Tratado de la Reforma del Entendimiento �Tractatus de intelectus emendatione (1662)� alrededor de la cual girará la referencia al pensamiento textual que el Sefardí ha vertido en otras obras de su autoría. ¿Cuáles son los criterios para establecer qué es lo que toca aquí y ahora? ¿Cómo se las arregla la prudencia para dirigir nuestra acción? ¿Cómo valorar la acción ejecutada y reconocernos en ella? El artículo presenta estas y otras cuestiones que plantean problemas en tomo al obrar humano. La relación que me interesa tratar es la que mantiene unidos tres conceptos:retórica, memoria y prudencia. Propongo su articulación y sostengo que esta misma ofrece una herramienta hermenéutica apropiada en aquello que llamamos (...) buenas acciones. Resumen: Las dificultades para ser escuchado del menor extranjero en cualquier procedimiento que le afecte ponen de relieve las deficiencias generales existentes en nuestro ordenamiento jurídico para hacer efectivos los derechos de los que son titulares las personas menores de edad, sean extranjeras o no. Se analiza en primer lugar el artículo 12 de la Convención de los Derechos del niño, las condiciones imprescindibles para para hacer efectivo el derecho a ser escuchado y la conexión que existe entre ese derecho (...) y la consideración primordial de su interés superior. A continuación se hace un repaso de la regulación española de los procedimientos de repatriación de menores extranjeros no acompañados a la luz del interés superior del menor y su derecho a ser escuchado. Abstract: The current challenges that migrant children face to have their right to be heard fulfilled and respected, put in evidence the general deficiencies of our legal system ensuring the effective enjoyment of children rights, irrespective if the children in question are migrant or not. At the outset, article12 of the Convention on the Rights of the Child and its content is analysed, including the essential requirements for an effective implementation and enjoyment of the right to be heard and its linkages with the best interest of the child as the primary consideration. An analysis of the Spanish regulations under the return procedures for unaccompanied foreignchildren is also provided in light of the respect of the best interests of the child and their right to be heard. This article offers a brief introduction to this work of Plato. The systemic complexity of sustainable development imposes a major cognitive challenge to students’ learning. Faculty can explore new approaches in the classroom to teach the topic successfully, including the use of technology. We conducted an experiment to compare the effectiveness of a simulation vis-à-vis a case-based method to teach sustainable development. We found that both pedagogical methods are effective for teaching this concept, although our results support the idea that simulations are slightly more effective than case studies, particularly to teach (...) its multidimensional and inter-temporal nature. Therefore, our findings suggest the use of both simulations and case studies as pedagogical tools to convey the main ideas associated with sustainable development. (shrink)

O objetivo deste breve texto é o de mostrar como de Aristóteles a Agostinho houve uma revalorização do termo tapeinos, um conceito de menor importância no âmbito da ética aristotélica indicando aquele que se rebaixa ou se diminui ante outra pessoa. Faremos um breve excurso pelo uso desse termo por um autor pagão, Epicteto, e por dois autores cristãos, Atanásio de Alexandria e Basílio de Cesaréia, antes de chegarmos até o seu uso em Agostinho de Hipona, pensador no qual o (...) conceito já adquiriu o valor positivo de humildade, uma virtude (areté) concebida como essencial, pois assinala uma característica do próprio Cristo e, por conseguinte, fundamental para o Cristianismo. Filling new spaces, always changing places, ever escaping the Cartesian; the indubitable pinpointing of position. It is never pinned down. Love together what we will be apart. It is not concerned with the figure being drawn, but rather the movement between one point and the next. The smallest movement. The clinamen of De Rerum Natura is the smallest of swerves, it is nothing more than the minimum — nec plus quam minimum . Michel Serres says of the clinamen , that it is an absurdity — a logical, geometrical, mechanical, physical absurdity. 'The clinamen, from here (its state of absurdity), finds refuge in subjectivity; it passes from the world to the soul, from the physical to the metaphysical, from the theory of inert bodies in freefall to the theory of the free movements of the living.' 2 So this swerve is something of the mind and something of the body, both in action, rather than a body which is merely acted upon. Swerve, however, has a connotation of suddenness. It is a movement which is made to avoid an otherwise inevitable impact. Drift, on the other hand, is the unleashing of something which is then allowed to follow a more complex series of forces. These forces now come from within as well as without. It is no longer tethered; now following tides, winds, flows or pitched slopes, now acting on its own. We are not atoms in freefall. Our attention long ago pulled us from this precipitous descent. We now live, ourselves, as one of the many forces. In the drift, as with the gaze, there is an ease. ‘Ease is the proper name of this unrepresentable space.’ It is the space nearest, the next, the neighboring space. To occupy this space requires a turn, a shift or a drift. It cannot be reached by proceeding straight ahead. ‘..the space adjacent, the empty place where each can move freely, in a semantic constellation where spatial proximity borders on opportune time (ad-agio, moving at ease) and convenience borders on the correct relation.’ 3 Intention always seeks to straighten this line, to make it less complex, to isolate the point of departure and the desired destination. It believes there can be two points and, between them, there must be a straight line. Can there be? Maybe. Must there be? Never. Straight lines may exist, but they can never be followed to the finish. After leaving this point, we will never reach that one without being buffeted at least a little — at least the least. One foot in front of the other, this is a very restrictive dance, less even than a two-step. Straight lines lead only to lost intentions, being the shortest and quickest way to get there. When attention drifts it slowly turns away from the intended target, leaving it for something which pulls the attention away. Now we are for a moment free; all at once we can pivot, now we can waltz. Drifting along the page, deriving from what is seen. Reading is seeing; the movement of the eyes as they drift. Reading in the eyes what has been seen, what has been derived from the act of reading. Reading eyes drift back and forth down the page, now and then jump back and forth, up to the top, one word, back down, quickly a few pages back, now gaze out towards the horizon. When attention drifts it is the gaze that follows. Our attention is not restricted to the path the words follow, but links them together; deriving what is to be seen, rather than read. The article presents some poetic-narratological thoughts on the function of the narrator in the 1615 Quijote. The author claims for Cervantes the invention of the “narrador infidente” (“unreliable narrator”), wrongly attributed to the American novelist Henry James. This ploy consists in guiding the reader through a series of unsuspected clues by employing statements that take advantage of the traditional confidence in the veracity of what is being narrated, but which in reality lead into error. Desde 1980 têm-se feito discussões, na Universidade Federal de Uberlândia, para mudar o sistema de avaliação. Em diversas ocasiões, foram feitas consultas a diversas instância da comunidade sobre o quê e em que todas as vezes a discussão ficou retida em algum ponto sem que houvesse um progresso, nos passos seguintes. A rigor, a única mudança visível em todo esse período foi a eliminação das provas finais do semestre. A discussão sobre a alteração da nota mínima de aprovação, de 54 (...) para 60 ou 70 pontos foi marcada, em 83 e 84, por um artificialismo em torno de um valor aleatório que pudesse significar um maior rigor ou grau de exigência desejável. Um dos argumentos que emergiam, na época, foi o de que um aluno da UFU estaria em desigualdade de condições de competição, ao concorrer por uma vaga no mercado de trabalho, quando comparado com algum aluno de outra Universidade que tivesse um grau de exigência maior. This chapter focuses on changing moral values associated with the provision of public goods, which incorporates an additional moral condition based on donor self-interest. Assistance for less-developed countries to replace ozone-depleting chlorofluorocarbons with non-ozone-depleting hydrofluorocarbons helps the donor country to achieve a thicker stratospheric ozone layer, which protects its own citizens, along with others. The elimination of corrupt practices can provide LDCs with markets for primary exports and lead to better provision of public goods. Improved economic conditions in these countries (...) through different economic and humanitarian measures can improve the prospects of secondary public goods sectors. Aggregator technologies can also play a key role in public goods assistance, with greater implications for the donor and recipient countries. (shrink)

Research has demonstrated that policing is a stressful occupation and has a negative impact on police officers’ mental and physical health, performance, and interactions with citizens. Mental health at the workplace has become a concern due to the costs of depression, anxiety, burnout, and even suicide, which is high among police officers.To ameliorate occupational health, it is crucial therefore to identify stress and burnout levels on a regular basis. However, the instruments frequently used to measure stress have not valorized the (...) specificity of policing tasks. This study aims: i) conducting a literature review, to identify questionnaires used to assess occupational stress and burnout among police officers; ii) to analyze the psychometric characteristics of a Portuguese version of Operational Police Stress Questionnaire (PSQ-Op); and, using the PSQ-op and other questionnaires, iii) to identify operational stress, burnout, and distress levels among Portuguese police officers. The literature review identified 108 studies, which use a multiplicity of questionnaires to measure burnout or occupational stress among police officers, but few studies use specific police stress questionnaires. Sample sizes were mostly below 500 participants and studies were mainly developed in the last decade in the USA and Brazil, but also in another 24 countries, showing the extent of the interest in this topic. This study applied to 2057 police officers from National Portuguese Police, a force policing urban centers, the PSQ-Op, as well the Spanish Burnout Inventory and the Kessler Psychological Distress Scale.The results show that the psychometric properties of the Portuguese version of PSQ-Op are adequate. Factorial analysis revealed two dimensions defined as social and work issues, which were associated with measures of distress and burnout.Fit indices suggested a second-order solution called operational police stress. Overall, and considering the scale range of each questionnaire, the results showed moderate values of operational stress, distress, and burnout. However, considering their cut-off points, 85% of the sample presented high operational stress levels, 11% critical values for burnout, and 28% high distress levels, with 55% of the sample at risk of psychological disorder. These results reinforce the need to prevent stress and to invest in police officers’ occupational health. (shrink)

the saap 2020 conference in mexico is the culmination of an internal and gradual transformation in SAAP that has taken many years. I came to this organization as a graduate student. I was then the only Latino and Leonard Harris the only African American philosopher in SAAP. Thanks to the efforts of many scholars and presidents, SAAP has come to recognize the important philosophical contributions of female, African American, Indigenous, and Latinx philosophers. Manuscript type Empirical. Research question/issue This paper aims to contribute to an improved theoretical and empirical understanding of the role that corporation has to play in anticorruption efforts. Research findings/insights Using cross-country data from three databases (Bribe Payers Index, Corruption Perceptions Index, and Doing Business) we found that pro-bribery Investment Climate conditions in host countries are not related to the payments of bribes by multinational companies when these corporations operate abroad. Theoretical/academic implications After describing the conceptual and policy framework that (...) surrounds the discussion on the role played by firms in anticorruption, we present the current debate regarding the effectiveness of international bribery control instruments, with the World Bank-GAC (2006-2008) report as a basis. Both literature and policy seem to be divided into two main, although not mutually exclusive, positions: one demands improvements in Investment Climate conditions from a joint public-private consensus led by international agencies; the other one supports the effectiveness of self-regulation by firms, independent of Investment Climate improvements. The study provides empirical support to the idea that a better Investment Climate is not enough for reducing corrup tion. Practitioner/policy implications This study offers insights to policy makers interested in promoting the involvement of corporations in the fight against corruption. (shrink)

We know for sure that he fought bravely against the Turks at the battle of Lepanto in 1571, where he received wounds that rendered his left arm useless for the rest of his life, and that he remained in service as a soldier, based in Italy, until his ill-fated attempt to return to Spain in 1575. Ten years later, in the dedication of his pastoral romance La Galatea to Ascanio Colonna, he reminded his dedicatee that the reverence he had for him did not only stem from having served under his illustrious father, the famous general Marco Antonio Colonna, but also from the many things that he had heard Cardinal Acquaviva say, "like prophesies," about him in Rome. There follows a brief encomium about the "noble virtues," "magnificence," "goodness," and "Christianity" that sustain the "clear and generous line" of the Colonnas, known to all for the "virtuous and heroic deeds" that have been their mark since time immemorial.2 Some of Cervantes's best lyric poetry dates from these years. In it, as in the rest of his work, the unmistakable mark of Petrarch, Boccaccio, Sannazaro, Ariosto, and Bembo, to name but the most explicit ones, leaves us in little doubt about his genuine love of Italian literature.For good reasons, modern biographers have been loath to take these scattered [End Page 325] references too candidly. Can we, for example, assume that Cervantes had more than a very superficial acquaintance with the Colonnas and the Acquavivas? Could a writer still widely regarded as a self-taught, untutored mind realistically have attracted the favors of some of the most illustrious Roman and Neapolitan noble families? More pointedly, is it safe to take the varied and abundant observations about Italy scattered throughout his works as reliable reflections of his own personal experiences? After all, between the latter and the written page there is a time lag often approaching forty years. Add to this the weight of subsequent intellectual influences and of literary conventions, of novelistic invention and of the viewpoints of the characters themselves, and we are left on rather shaky ground. As Jean Canavaggio has remarked, it is not Cervantes the keen visual observer, but rather Cervantes the devoted reader of Boccaccio and the novellieri who brings Italy and Italian themes into his fiction. Even the memorable descriptions of Italian cities to be found in some of his novelas are rather formulaic passages, perfectly in tune with the rhetorical canons of the time.3Our topic, however, is not biography but intellectual history; and here we can afford to be more candid. There can be no doubt that many of Cervantes's descriptions have the unmistakable ring of genuine experience. Take Tomás Rodaja's arrival, "soaked, sleep-deprived and with bags under the eyes," in Genoa's "sheltered Mandraccio,"4 where he becomes acquainted withthe smoothness of the Trebbiano, the fullness of the Montefiascone, the strength of the Asperino, the generosity of the Greeks Candia and Soma, the grandeur of the one from the Five Vineyards, the sweetness and mellowness of the lady Vernaccia, the rustic touch of the Centola, while the lowly one from Rome dared not appear in the presence of such illustrious gentlemen.5Charmed by the gallantry of the Genoese, Rodaja leaves by land for Rome, "the queen of cities and mistress of the world." "Just as the size and ferocity of a lion can be gauged by its claws," Cervantes observed,so Rome's greatness became manifest by its broken marbles, its statues..., its fallen arches and ruined baths, its magnificent porticoes and large amphitheatres, its famous and sacred river whose waters... Schubert’s proposal ([Sch00]) that sentences not only describe but also characterize situations is worked out in the context of Linear Temporal Logic (LTL), a well-known propositional logic with linear future operators (e.g. [HR04]). The resulting formalism LTL∗∗ illustrates an approach that diverges from Schubert’s FOL∗∗ in technical details but shares many (if not all) its motivations.

Morality is a normative system of guidance that figures into practical reason by telling people what to do in various situations. The problem, however, is that morality has inherent gaps that often render it inefficacious. First, it may be indeterminate due to the high level of generality in which its principles are formulated. Second, moral terms such as ‘good’ and ‘right’ may be so vague that they fail to specify the requisite behavior. And third, its subjective aspect, which is a (...) product of personal experience, generates moral disagreement and thereby creates coordination problems that frustrate society’s collective moral aims. The objective of this article is to advance the thesis that morality must sometimes depend on law as a supplementary source of practical reason, a dependence which can be explained in terms of three essential features of law: its institutional character, its claim to authority, and its status as a second-order exclusionary reason for action. It shall then be explained how these three features enable law to make difficult decisions on behalf of individuals, define objective standards of conduct, and solve coordination problems, respectively, and in doing so, manage to fill in the gaps of morality mentioned above. Hence, it will be argued that law is also a normative system that helps people achieve their moral aims, notwithstanding the fact that it guides human behavior through a different logic and mode of operation from those of morality. In the 1760s, the international debate on the solution to determining longitude at sea is at its acme. Two solutions emerge, the mechanical and the astronomical ones. The Portuguese mathematician and astronomer José Monteiro da Rocha (1734–1819) is well aware of that debate. For him, Harrison’s No. 4 marine timekeeper cannot be seen as a solution. The desirable solution could only be astronomical. In a manuscript from c. 1765, which unfortunately he fails to publish, Monteiro da Rocha is very critical (...) of Lacaille's lunar-distance method (1759) and proposes another one. In this paper, we intend to analyse Monteiro da Rocha’s criticisms and proposals, trying to understand how this manuscript fits into the international longitude debate and the Portuguese scientific scenario at the time. Concurrently, we will re-examine the classical historiography around the English vs. French priority proposal of the lunar-distance method, purging it from its mythologies to shift it towards a more open, less linear history. The manifesto of a new philosophy of technology.

Theory of Mind (ToM), the cognitive capacity to attribute internal mental states to oneself and others, is a crucial component of social skills. Its formal study has become important, witness recent research on reasoning and information update by intelligent agents, and some proposals for its formal modelling have put forward settings based on Epistemic Logic (EL). Still, due to intrinsic idealisations, it is questionable whether EL can be used to model the high-order cognition of ‘real’ agents. This manuscript proposes a (...) framework that takes visibility, memory, perspective and communication as the main factors underpinning mental attributions. This is more in-line with findings in cognitive science and allows us to model well-known False-Belief Tasks that are typically used in testing people's ToM. We discuss some of the framework's technical features, arguing why it does justice to empirical observations. (shrink)
